Studies and Researches Department carries out the following assignments:

  1. Prepare researches in all public finance’s fields, suggest ways to develop them, improve and rationalize their performance, as well as, ways of implementing supervision on them, and prepare field studies necessary to do that.
  2. Analyze financial statistics prepared by Ministry’s Departments, in order to achieve the assignment mentioned in previous of item (1).
  3. Prepare studies relating to financial and economical legislations and regulations, aiming at developing them to achieve a better degree of productive and administrative work.
  4. Keep in touch with Arabic and foreign financial legislations and applications, as well as studies and researches relating to them in order to make benefits of them in developing and modernizing Syrian financial legislations.
  5. Translate and analyze comparative foreign financial laws to compare them with Syrian legislations.
  6. Assemble and classify financial legislations, regulations, communiqués and circulars; then publish them periodically with the relevant instructions, in cooperation with the competent Departments.
  7. Organize and manage the central library of Ministry of Finance and supply it with new financial and economic books and references.
  8. Manage the microfilm and documentation.

The Department consists of the following:

  1. Studies Section: carries out assignments defined in items 3&4 of the foregoing article (93).
  2. Researches Section: carries out assignments defined in items 1&2 of the foregoing article (93).
  3. Translation and Library Section: carries out assignments defined in items 5&6&7&8 of the foregoing article (93).
  4. Documents and minimized photocopying Section.
  5. Administrative Affairs Office: carries out assignments defined for administrative subsection in Administrative Affairs Department.

A.     Documents and Minimized Photocopying Section carries out the following assignments:

  1. Photocopy documents and books to be copied following minimized photocopying way.
  2. Prepare the necessary directory for the documents and books mentioned in the foregoing item.
  3. Keep the photocopied documents (minimized).
  4. Follow-up photocopying techniques to make benefits of them.

B.   The Minister issues executive instructions to implement the provisions of the foregoing paragraph (A).

Documents and minimized photocopying Section consists of the following subsections:

A.           Photocopy and Operation Subsection: it carries out the following assignments:

  1. Photocopy documents and books to be copied sent to it, according to instructions issued pursuant to provision of paragraph B mentioned in the foregoing article.
  2. Receive materials relating to operation and spare parts of the “microfilm’s” services and equipments, and keep their registers.

B.           Communication Subsection: carries out the following assignments:

1.           Receive documents, buildings’ sketches, organizing and administrative structures, decisions, communiqués, instructions and circulars relating to the Ministry, according to the directory mentioned in item 2 of paragraph A of the foregoing article (94).

2.           Return documents mentioned in the foregoing item to their source.

3.           Study documents mentioned in the foregoing item (1) and determine photocopying them according to fiche way and roll-film way.

4.           Study modernization of documents’ photocopying according to document kind: active, periodical and inactive; pursuant to special work directory issued by the Minister.

5.           Keep the necessary registries to register documents, books, sketches and muniments mentioned in the foregoing item (1).     

C.           Retaining Photocopied Documents Subsection carries out the following assignments:

  1. Retain the minimized documents according to kind of usage (microfilm or microfiche).
  2. Make an index for every kind of documents pursuant to its retaining way, and prepares a directory for retaining and returning.
  3. Make copies of the photocopied documents in coordination with Communication Subsection according to the needs and requests of Central Administration Departments and governorate Directorates of finance.

Make a plan to transport -and retain- photocopied documents, in cases of disasters and wars, to a safe place, in coordination with the Ministry’s Self Protection Committee.
