Habilitation & Training Department carries out the following assignments:
1. Train and habilitate the Ministry’s employees and the financial officials and workers at all public bodies, in concordance with scientific and practical developments. To achieve that, it has the right to follow all possible methods, to cooperate with competent governmental services, scientific institutes and training centers, and to work in coordination with those bodies to prepare training plans and programs.

2. Ask the competent Departments to prepare their training and habilitation plans, study them and develop their executive programs.

3. Suggest the lecturers, teachers and trainers for every central or local course, of all scientific and technical specializations and qualifications, in cooperation and coordination with the competent bodies.

4. Try to unify pamphlets of the materials taught in the equivalent specialized and scientific courses in order to achieve unified training and habilitation courses for all tasks.

5. Manage Financial Training and Habilitation Center in Damascus, and supervise all kinds of local training and habilitation in central Departments and governorates’ Directorates of finance.

6. Prepare forms of documents and declarations given to the trained, succeeding  in the training and habilitation courses.

7. Prepare drafts of decisions, communiqués, circulars and information bulletins relating to training and habilitation- apart from what is related to bonuses mentioned in articles (19-22) of Basic Law for State Workers.

8. Cooperate with training centers and institutes inside the country to make benefits of their experiences and expertise, and hold symposiums and lectures in the field of training and habilitation.
9. Participate in the studies aiming at work mechanization in order to prepare suitable training and habilitation programs.

10. Handle affairs of delegating for training, habilitation and study tour, except issuing the relevant muniments.

11. Participate in -and send representatives- committees of choosing candidates for internal and external training courses.

12. Organize and manage a library specialized in training and habilitation affairs, try to develop it and supply it with new specialized books and references.

The Habilitation & Training Department consists of the following sections:
1. Training Plans & Programs Section.
2. Training & Habilitation Section (Training & Habilitation Center)95).
3. Coordination & Following up Section.
Administrative Affairs Office: carries out assignments defined for administrative subsection at Administrative Affairs Department, in addition to that, it carries out secretariat’s assignments of Training & Habilitation Center.
