The Public Budget Department carries out the following assignments: 1. Study budgets’ drafts for ministries, administration and public bodies of administrative nature, realize balance between revenues and expenditures according to the purposes defined in the plan, and prepare final draft for state’s Public Budget. 2. Prepare drafts of laws, regulations and instructions relating to financial and accounting planning, manage funds of ministries, administrations and public bodies. In addition, make suggestions relating to development and amendment of those regulations. 3. Study drafts of financial and accounting regulations for ministries, public administrations, local administration units, councils of cities, towns and municipalities, wakf departments and popular organizations, apart from contracts and tenders regulations. Give opinion about those regulations before their issuing and follow-up their implementation and certification. Also prepare studies, regulations and instructions aiming at developing and improving the financial work. 4. Study budgets of local administration units and councils of cities, towns and municipalities, make comments on them as a preface to authorize them pursuant to the effective regulations, and keep special files to follow-up their organizational, financial and accounting positions. 5. Study budgets of wakf departments within the limits of their financial regulations. 6. Study numeral staff of the public bodies of state administrative nature and give opinion about them. 7. Supervise accountants of the public administrations and bodies of administrative nature, and suggest their nominations. 8. Plan needs of the public bodies of administrative nature for administration accountants. Moreover, contribute in accountants’ training and habilitation for administration accounting works. 9. Study advances applications, prepare their granting decisions according to the financial regulations and laws and the effective instructions. Also keep the necessary registers, retain their documentary papers, handle all issues relating to them, and prepare their regulating communiqués and instructions. 10. Study financial authorization applications and prepare their muniments according to the financial regulations and laws as well as the effective instructions. Also keep the necessary registers and retain their documentary papers.
11. Follow-up implementation of state’s Public Budget after its issuing, inform the competent bodies about their credits in the budget, and participate in preparing reports about Budget implementation. 12. Handle the affairs presented to the ministry, relating to financial accounting regulations of the ministries, administrations and public bodies, apart from contracts and tenders regulations. 13. Handle the affairs presented to the ministry, relating to the budgets of the local administrative units, wakf departments and municipalities. 14. Analyze the numbers of the Public Budget, suggest its development and prepare the necessary reports about them. 15. Prepare statistical data and tables, which serve purposes of preparing the budget and adjusting its records. 16. Prepare reports and financial studies required from Public Budget Department and present them. 17. Handle suggestions included in the reports coming from the supervising services, which are related to administration accountants affairs, who are working for public bodies of administrative nature, or related to financial and accounting affairs of those bodies. 18. Prepare drafts of muniments relating to amendments of Budget credits, follow-up their urgent amendments and keep the necessary credits’ registers. 19. Contribute State’s Planning Commission in discussing and preparing the fivefold and annual plans relating to investment projects.
20. Contribute State’s Planning Commission, Ministry of Economy & External Trade and Central Bank of Syria in preparing exchange plan for the public bodies of administrative nature. 21. Participate in the study of the economic public sector’s institutions’ and companies’ needs of public capitals and state’s contribution in prices’ fixing, as well as, assistances expended according to the provisions of Basic Financial Law, in cooperation with Department of Institutions of Economic Nature. 22. Prepare decisions of distributing credits of investment projects on items and paragraphs, study and discuss transferences’ drafts, compensation due to a contract, spending expenditures of investment projects’ credits and additional credits’ applications. Also prepare their muniments’ drafts and keep their registries. 23. Study all affairs presented to the Department, relating to investment projects’ credits, the fivefold plan, economic public sector’s bodies and public construction companies. 24. Study granting responsibility compensation to the financial officials in the public bodies of administrative nature pursuant to the effective laws’ provisions, unless it is part of other Departments’ specialization. 25. In general, handle all affairs relating to the Public Budget and give an opinion about them. 26. Prepare decisions of distributing current operations’ credits on items, compensation due to a contract, spending expenditures and additional credits’ applications. Also prepare their muniments’ drafts. 27. Prepare financial drafts letters for the bodies included in state’s Public Budget with all their expenditures and revenues, which form independent accounting units, and the same for governorates’ Directorates of finance and keep the necessary cards for them. 28. Keep copybooks, cards and all necessary tables and documents relating to Budget credits. Also present credits tables and their amendments and notifications. 29. Prepare public expenditure tables relating to state’s Public Budget, and follow-up their arrangement through communiqués, instructions and field rounds in the central administration or the governorates to check their validity. Also retain those tables and prepare reports about them. 30. Audit muniments relating to the additional and updated credits and the under act transferences, prepared by the sectoral departments, and work to complete their issuing reasons. 31. Retain the files, cards and copybooks relating to the Budget credits and the amendments occurring on them, as a preface to present them to the competent bodies at the preparation of the closing accounts of the state’s Public Budget. 32. Suggest training courses and symposiums to habilitate administrations’ accountants, and posit time programs realizing that. 33. Keep files showing the scientific qualifications and experiences, and the functional positions of the accountants at the public bodies of administrative nature and follow-up the amendments of those files according to the changes of the accountants’ functional positions.
