Central Treasury Department carries out the following assignments: 1. Implement all operations relating to paying expenditures inside and outside the Public Budget according to systematically determined rules; that’s for ministries, central public administrations and public bodies of administrative nature, which are not independent accounting units, as well as Damascus Department of Finance. 2. Carry out assignments of treasury department for Damascus and Damascus Rural Area Departments of Finance, until separate treasury departments are established for them.
3. Keep Public Budget accounts (expenditures & revenues), organize their daily statements of account and monthly tables, in cooperation with Computer Administration and carry out their identification. 4. Keep accounts out of the Public Budget (advances, consignments and money flow), as well as central and subsidiary Funds’ accounts, and banking accounts. Also organize its daily statements of account and monthly tables and carry out their identification.
5. Follow-up annual accounts, statements and tables of Central Treasury Department, for the accounts inside and outside the Budget. Then organize their own accounts and last annual budget tables, carry out their identification and deposit them properly at the Central Service for Financial Supervision and General Accounts’ Department. 6. Manage Treasury’s central fund and all subsidiary funds attached to it, propose ceilings to their operations, supervise them and carry out daily identifications of their monetary assets.
7. Manage and keep accounts of central banking operations with the Central Bank and carry out the necessary identification with the statements. 8. Manage money flow between the Central Treasury, on one side, and the governorates, regions of Damascus Rural Area, and independent-accounts units attached to the Public Budget with all their expenditures and revenues, on the other side, and carry out their identification. 9. Manage distribution of stamps and valuable papers; and retain in-kind deposits within the limits and rules defined by a minister’s decision. 10. Organize retirement pensions’ tables that are expended by the Central Treasury and pay them properly to the retirees. 11. Retain and classify documents of Central Treasury to be checked properly by Central Service for Financial Supervision. Also retain all registrations, books, accounting cards, operations’ tables and statements including the accumulated declarations issued regularly by the Computer. 12. Participate the relevant Departments of central administration in studying and developing the system, accounting operations, registries, in addition to all forms, declarations and tables relating to the accounts inside and outside the Public Budget. 13. In general, handle everything that is related to the Central Treasury’s operations and is not part of other Departments’ specialties.
