Institutions Affairs Department carries out the following assignments: 1. Contribute in planning finance of public bodies of economic nature, and in affairs relating to developing financial economy of those bodies through auditing their estimated budgets aiming at : A. Trail to achieve the best limit of revenues at the lowest limit of costs. B. Proper usage of public funds to realize the best returns. 2. A. Contribute in positing the qualitative regulations and their amendments that impose, at implementation, financial commitments on the public bodies of economic nature. B. Contribute in positing public principles regulating financing fixed and current assets, auxiliary formation, consumption allocations, profit distribution, and in preparing executive instructions for accounting financial regulations. 3. Prepare drafts of laws and instructions relating to funds’ management and financial planning of the public bodies of economic nature. 4. Study drafts of financial plans, annual estimated budgets for public bodies of economic nature and their amendments. Also audit them in the light of their productive, commercial, crediting and investment plans, as well as, working power plans, costs and profits plans, in order to define credits of uses, and the estimated revenues for a coming financial year and estimations of surplus available for development referring to them. Also accept those estimated budgets pursuant to the effective juridical provisions. 5. Contribute in preparing State’s Public Budget, regarding to defining the estimated investment resources (economic surpluses available to development) and in preparing reports, studies and statistics demanded from the Department at the stage of preparing State’s Public Budget. Also participate in discussion of investment plans for public bodies of economic nature with State’s Planning Commission. 6. Contribute with State’s Planning Commission, Ministry of Economy and External Trade and Central Bank of Syria in preparing exchange plan for bodies of economic nature. 7. Study closing budgets and accounts for public bodies of economic nature in order to define sums of actual economic surpluses. Which is going to help in: A. Carrying out collecting procedures by Public Debt Fund to finance investment projects. B. Defining the financial status of the public bodies of economic nature, following them up annually for study and financial analysis purposes and defining the economic public sector’s contribution in the National Domestic Product and Public Budget revenues. 8. Keep permanent cards for economic surpluses according to the closing budgets’ and accounts’ status ensuring their permanent readiness. 9. Follow-up achieving the closing budgets and accounts of the public bodies of economic nature at their appointments stated in the effective accounting systems. 10. Prepare reports including studying and analyzing financial status of the public bodies of economic nature and define their investment returns according to the status of their closing budgets and accounts, and their financial plans. Also prepare data and statistics relating to the financial and economic statuses of those public bodies of economic nature, depending on working capitals, in cooperation with the competent Departments in the ministry and the relevant bodies. 11. Handle cases resulting from implementation of accounting systems in the public bodies of economic nature, and reply to inquiries and clarifications related to them. Also give opinion about the qualitative systems for costs’ accounting issued according to them. 12. Give opinion about drafts of laws, decrees, regulations and their executive instructions relating to public bodies of economic nature; those drafts that are related to economic and accounting financial aspects which are part of its specialization. 13. Handle financial and accounting cases and dealings of mixed sector’s companies transferred to it. 14. Give opinion about supervising services’ reports transferred to it, relating to public bodies of economic nature. 15. Give opinion about drafts of numeral staffs and their amendments referring to public bodies of economic nature. 16. Study drafts of executive instructions for productive incentives system, prepared according to the decrees issued pursuant to both Legislative Decree (18) of 1974 and Law (1) of 1976. 17. Give opinion about granting compensation for financial responsibility to the workers of public bodies of economic nature. 18. Give opinion about the decisions to be published in the Official Gazette, transferred from Legal Affairs Department for all cases that are part of its specialization. 19. Keep a special card for every public body of economic nature, containing all necessary information to follow-up its organizational or financial and accounting conditions. 20. Study and handle all dealings and muniments relating to public bodies of economic nature, provided that they are not part of other Departments’ specializations and tasks. 21. Follow-up implementation of actual and normative costs accounting in public bodies of economic nature. 22. Follow-up positing norms, performance rates, technical coefficients and their amendments derived from costs accounting implementation, to base on at studying the financial and counting bases, and the proportions among them to the estimated budgets’ components, and for study and financial analysis objectives, as well. 23. Prepare qualitative costs data to make auditing of commodities’ costs easier among producers and distributors. Institutions of Economic Nature Department consists of: 1.
