Income Department carries out the following assignments:
1. Prepare studies aiming at:
A. Developing structure of taxes’ legislations regulating income taxes and transference duties on inheritances, wills and donations within the framework of state’s taxation policy, in a way that helps achieving the country’s social and economical development requirements, as well as, achieving justice in tax burden distribution.
B. Improving work methods and raising efficiency of tax staff working in governorates’ income divisions, as well as simplifying procedures of taxes’ achievement and their charging ways and overcoming their negative phenomena.
     
2. Prepare drafts of laws and regulations relating to qualitative taxes on income  and transference duties, as well as their exemptions.

3. Handle cases and inquiries of tax legislations on income, inheritance and donations. Issue executive instructions and communiqués for legislations related to them.

4. Direct the follow up income divisions in the governorates’ Directorates of finance to well implement tax laws and instructions issued about them.

5. Study inspection reports incoming from supervision services about work process at the governorates’ financial sections, and handle suggestions included in them relating to affairs of taxes on income, inheritances, wills and donations.

6. Organize statistics relating to qualitative taxes, which are part of the Department’s and its workers’ specialization, particularly, statistics relating to the total number of the people working in the field of each qualitative tax –in every governorate and region.

7. Prepare estimations of the annual revenues relating to income taxes and transference duties on inheritances, wills and donations, and deposit them at the competent Department.

8. Prepare draft of the Department’s annual plan, posit indicators for governorates’ Directorates of finance and follow them up.

9. Participate in preparing draft of annual training and habilitation plan for the agents working in the field of income taxes and transference duty.

10. Give opinion about drafts of laws, regulations, pacts and contracts presented to it regarding income qualitative taxes and transference duties.

11. Prepare drafts of regulating decisions relating to responsibility compensation for agents in charge of achieving taxes on income and transference duties on inheritance, wills, donations pursuant to effective texts in this regard.

12. Prepare drafts of regulating decisions relating to income taxes’ committees and General Body for Reconsideration’ Committees. As well as, prepare drafts of decisions relating to those committees’ formation, nominate their reporters, define compensations for their heads, members and reporters, and carry out everything to ensure implementing their assignments.

13. Retain charging files of income taxes and transference duties, incoming to the central administration to be presented to Reconsideration’ Committees. Keep the necessary registers to record the occurred incidents in those files. Retain minutes of Reconsideration Committees’ sittings, and minutes of General Body for Reconsideration’ Committees.

14. Posit preface studies for classification works of income taxpayers, after taking opinion of Departments of finance in this regard. Supervise classification processes, and prepare the necessary directions in this regard.

15. Prepare drafts of international pacts to prevent taxation duality, and participate in discussion about them.
