According to provisions of constitution stipulates the following :

Article1-Item no .(A) of article /5/ of legislative decree no./13/ dated 15/2/1974 that has been amended before by legislative decree no./5/ dated 22/4/2000 becomes as follows :

*This contract is deemed a legally lightened  cause as it softens the punishment on freedom to be one of third . this does not include penalty and the violator should be released (without a bail )according to the decision of concerned juridical court if he is arrested at criminal court .

The provisions of this article will not include drug which remains subject to its particular provisions .

Article2-Provisions of article /9/ of legislative decree no./13/ year 1974 is cancelled .

Article 3-This decree should be published in the official newspaper
